Integrated evaluation of effective policies and measures
To evaluate the foresight results from WP4 against policies defined in the new rural development programme (RDP, EC 1698/2005) and discuss the assessment with stakeholders from both the regions where the new RDP is expected to have significant impact as well as from those where it might just have a marginal impact. The aspects of governance and the role of ICT (results of WP3) should be taken into account. Based on this evaluation, recommendation for EU policy will be drafted.
5.1. Identify regions with high and low policy impact
Reviewing ex-ante evaluations of RDP in its four axes based on results from qualitative and quantitative analyses; inclusion of the aspects of policy implementation (governance), the institutional environment and the role of ICT; generation of hypotheses of effectiveness of different measures in different regional contexts;
5.2 Examples of effective and ineffective policies and measures
A detailed analysis of effectiveness of RDP measures in a selection of the case study regions of WP 4 will be performed: “testing” hypotheses of effectiveness of measures against the information collected from the case study regions. Discussing the hypotheses and “testing” results with stakeholders. Writing down lessons learned from implementing RD programmes in different contexts of case study regions
5.3 Recommendations
- Production of a report based on the output form the final workshop with stakeholders from case studies regions, policy makers and advisory group, and the results of the foresight analysis from WP 4, and tasks 5.1 and 5.2 – this will be the core of the final report.
- Preparation of a policy paper - an extended executive summary of foresight analysis; the policy report will include a critical assessment of the current RDP and recommendations for their improvement in order to enhance their effectiveness. The paper will be discussed with EU policy makers at the policy workshop (see WP6)
